The Police Federation of England and Wales can confirm that there is no written procedure for a vote of no confidence.

The process to engage a Vote of No Confidence would be for a current Board Member (supported by a second) to propose a No Confidence paper to the Board and for that matter to be discussed and vote on.  While the mechanism exists, it does not mean that the elected official need stand down.
