Remembering PC Paul Owen

West Midlands Police Federation has paid tribute to PC Paul Owen on the anniversary of his death.

Paul was fatally injured on 20 October 2004 when he was accidentally struck by a bus crossing a road in Dudley while on duty attending a local authority community safety meeting. He was 47.
