Winsor recommendation to cut the X Factor of pay for officers with limited duties

The General Secretary updated delegates at the AGM at conference regarding the status of Winsor’s recommendation to remove the x factor of pay for officers with limited duties.
He said, ‘We have kept in mind our duty to ensure that any changes enacted were as fair as possible. We were forced to go to the Police Arbitration Tribunal because the rationale seemed unclear and ill-advised’
After working constructively to resolve issues surrounding the recommendation, the PAT ruled in favour of the Official Side, but since the ruling in December 2013 regulations have still not yet been fully drafted, and regulations regarding capability dismissal have not yet been drafted.
The Federation’s collaborative work to make the final process for officers with limited duties, fairer and more robust has been recognised by the Home Office.
