“It is not helpful for Sir Clive to further promote his report and we will be writing to the Police Minister to express our concern.
 
His report will be considered by the PNB and it is not appropriate to negotiate complex and sensitive issues through the pages of the press.
 
The lack of judgement displayed by Sir Clive clearly raises serious concerns as to his suitability to undertake part two of the review”
