Police Federation of England and Wales Vice Chairman Alan Gordon,
“Regrettably Mr McNulty’s comments came as no surprise to us as we have been warning for some time that police numbers would fall dramatically over the next few years. By relaxing the rules on monies previously dedicated to fully sworn officers, the Home Secretary gave a green light to Chief Officers to recruit greater numbers of civilian officers at the expense of police officers”
