The Structure of the Federation

 

 

Local Federations

 

  • Each of the 43 police forces in England and Wales has a Constables’ Branch Board, a Sergeants’ Branch Board and an Inspectors’ Branch Board, each elected by the rank they represent.

  • Each board meets regularly to consider issues that affect their electorate, but much of their work is carried out when they meet together, forming a Joint Branch Board (JBB).

  • The JBB acts as the negotiation and consultative body when dealing with the Chief Constable, senior officers and the Police Authority, providing an effective link between officers and senior management.  They deal with the day-to-day problems officers face, and work to improve the status of the police service and its members
     
Regions

 

  • Each of the 43 forces is also part of one of eight regions:

    Region 1: North West
    Region 2: North East
    Region 3: Midlands
    Region 4: Eastern
    Region 5: South East
    Region 6: South West
    Region 7: Wales
    Region 8: London

  • Each region elects three members to represent them at a national level: one each for the Constables’ Central Committee, the Sergeants’ Central Committee and the Inspectors’ Central Committee (although Region 8 elects two to each).

  • Each region also elects one female reserve member to each committee. 
     
Joint Central Committee

 

  • The Joint Central Committee (JCC) consists of representatives from the Constables’, Sergeants’ and Inspectors’ Central Committees, and is based in the Police Federation headquarters in Leatherhead.

  • The JCC is the policy-making body, and deals with all business affecting its members.

  • Members of the JCC form a number of sub-committees covering specialist areas of interest, such as health and safety, legislation and professional standards.

  • The JCC also elects the national officers: the General Secretary, the Chairman, the Treasurer and their deputies.
